BOROUGH COUNCIL.
The usual meeting qf the Qovtnpll took place last evening, there being present—his Worship the Mayor, Councillors Smith, Procter, Hardy, Headland, Townsend, Qcterson, Spence, Blair, and M'Combe,
The minutes of last usual and annual meetings were read and confirmed, and the outward correspondence read and approved. Permission was granted to transfer the lease of section 16, block 84, from John Wilder to Peter Walker, as also was the lease of section 12, block 28, from Bridget Crowe to Thomas. Crowe, provided that in each instance all arrears of rates we re paid. Sfr. R. Wilson wrote protesting against the decision of the Waterworks Committee, sr)'d stating that if his claim was not Settled within 14 days he would legal proceedings against the Corporation.— The letter was received.
Mr. Herbert Edwards asked for permission to reduce the slope in front of section 19, block 28. —Referred to the Public Works Committee and the Engineer.
Mi. Henry Connell wrote stating that he would accept the Council's proposal re the lease of a three-inch pipe for a term of ten years at the rate of LSO per annum if the Council extended the right of purchasing the plant to five years instead of three.—lt was resolved to maintain the terms already fixed upon by the Qounoil. Mr. G. M, Brupe again wrote with reference to the laying on of water to his premises.—lt was decided to reply that
the matter would be attended to so soon as the Council were in funds.
The Secretary of the Excelsir Cricket Club stating that the Club were prepared to hand over the money collected by them for the purpose of forming a new cricket ground to the Corporations-pro-vided the ground was put in playing order by the Council by the Ist October, 1881. —The matter was referred to the Reserves Committee.
Permission was granted to Mr. T. H. Brown to make certain alterations, in wood, to his dwelling-house in Tynestreet.
Mr. A. C. Paterson applied for permission to erect temporary wooden stables, with stone foundations, on his land at the rear of the Empire Hotel, and pointing out that if he was compelled to build wholly of stone lie would be put to great inconvenience when Humber-streefc was raised to its proper level. —Permission was granted. The secretary of the Caledonian Society wrote requesting that the streets should be watered on the mornings of thegames; also for permission to erect two ticket boxes at the gates.—Request complied with and permission granted. Councillor Spence presented a petition from 10 residents residing in Wansbecfc and Mersey-streets requesting that a f-in. lead main be laid on from Till-street along Wansbeck and Mersey-streets for the supply of water to their dwellings. Referred to the Waterworks Committee for report.
The Reserves Committee's report waa read and adopted as follows : Your committee have instructed the clerk to write to the manager of the Bank of NewZealand in answer to his letter of the 25th, of November, and state that the interpreta-. tion put on the agreement between the lata manager of the Bank of New Zealand and the Council is as follows; That the Council! agreed to purchase two acres of quarry land in section 29, block 4, Oamaru survey dis,-> trict, for the sum of L 25 per acre, which purchase was to include the right to quany on remainder of stone land for a term of 21 years, at a royalty of sixpence per yard. The Council having completed all theyundertook to do. with regard to obtaining access to same at a very considerable pense are now prepared to complete the p»r-L chase as soon as the land can be convoyed,* Mr. Roxby was appointed" Registrar under the new Dog Registration Act, and Mr. Toms deputy-registrar- It was re-» solved that an allowanoe of 2s 6d be made* on all dogs registered up to 3lßt 1881, and that the. fee for unregisK et * dogs be JQs. The Finance Committee's waa read and adopted. Councillor Frocter movec l '" o resolution standing in his name, " T w t the necessary excavations applied for the Education Board in Armv-sfcrep-' be tendered for, and after a little discussion the matter waa referred to Public Works Com- ' mittee. Councillor Spence moved that the standing orders be suspended in order toi give him an opportunity of moving tha the footpaths of the principal streets h attended to, as they were getting in, very bad state of repair, and that it be a recommendation to the Pnblic Works Committee to act in the matter. This waa seconded by Councillor Headland and carried. The Council then rose,
