BOROUGH COUNCIL.

The fortnightly meeting of the Council was held last evening, when there were present—His Worship the Mayor, Councillors Spence, Hassell, de Lautour, Headland, ' Procter, Smith, Blair, M'Combe, and Sutton.

Permission was granted to Mr. Anderson to hang out a trade sign in front of his shop in Thames-street, subject to the provisions of the Inspector. The Rev. J. Steven wrote calling attention to the state of the fence at the top of manse paddock, Papakaio.—The matter was referred to the Acting-Engineer for report. A letter from Mr. John Peattie, with reference to the repair of the breakage in his paddock, was referred to the Waterworks Committee for report. Mr. Peter Aitcheson wrote stating that the amount asked by the Council for section 19, adjoining the Georgetown Cemetery, was considered too high by the Trust, and was therefore declined,

Mr. Geo. M. Bruce wrote bringing under the notice of the Council the gross injustice to which he was subjected in having to pay the special water rate as at present levied, which, the writer stated, was aggravated by the fact that many ratepayers had a full gratuitous supply of water for a considerable period. —The letter was received, •

A letter was read from the manager of the Bank of New Zealand with reference to two acres of laud purchased for a quarry, and asking to be informed as to the exact interpretation put upon the agreement by the Council. The letter was referred to the Reserves Committee for report.

Messrs. Julius and Balmer wrote stating that they had accepted service of a writ from Mr. Ford against the Council, and that the case could not be heard till April. The tender of Mr. Smith for the supply of 500 dog collars at L 4 per 100 was accented.

Mr. A. Johnston wrote asking for permission to have the water laid on for the purpose of filling a- trough at his hotel. Permission was given to have a pipe of not more than half an inch, at the annual charge of L2 10a, the trough to be erected over the street channel so as not to obstruct the flow of water dciwß the street, and the work to be 4° r !, e satisfaction of the Waterworks Inspector, Mr. Crawshayf. The report of the "Waterworks Committee was read and adopted as follows :

Your Committee have to report that Messrs. Hardy, .Proctor, and Smith have inspected Mr. Wilson's land, for which he claims LlO for damage done by the race giving way some time ago and flooding 3 acres of ground prepared for cropping; and they consider that Mr. Wilson hag ngti SUStqirted sny lgs§. The Secretary of the Harbor Board has made an application for the supply of a 2-inch pipe, to be taken from above the valve opposite the railway station. Your Committee recommend that the application be granted ; the water charge to b.e la 3d per It 00 gallons, and the Harbor Board to provide meter and supply the 3-inch service i pipe. ' Be supply of. water for looomotives at Oamaru, your Committee recommend that a reply should be sent to Mr. Smith, the locomotive superintendent, stating that the Council cannot make any reduction, and if the water is taken the Government must provide the meter, your Committee finding that the Port Chalmers Town the Locomotive Department Is 6d per 1000 gallons. With refefej}qe tQ th e letter frgm Mr. Gpnnell, 911 hehalf of fyjmgelf and several landowners on the Main North-road, asking upon what terms the Council would lease a 3-inch supply of water for a term of 10 years, the proprietors to find all materials and lay the pipe 85 chains ; your Committee recommend that Mr. Connell be informed that the Council -will be prepared to lease the required supply of water, viz., a 3-inch pipe for the term of 10 years at the rate of LSO per annum, the Council to reserve to itself the right of purchasing the plant at the end of three years, including service pipes to section line; the plant tQ mean a 3-iqoh niaiß pipe and the servioe connection to the road boundary or street line, subject to certain conditions to be approved by the Council; the offer to remain open for .one month. Your Committee have to report that instructions have been given to the acting

engineer to lay lead mains in Till and Gretastreets.

The report of the Gas Committee was read and adopted as follows : Having received the offer of a cargo of coal from Messrs. Anderson and Co. on very favorable conditions, it was accepted, and the coal is now in course of delivery.

After consulting with the gas manager, it was finally agreed to strengthen the coal store by taking four 1-inch bolts from end to, end of the building, and fastening the end to caps outside the gables. We would suggest the advisability of having all the lamps taken down and removed to the Gasworks, there to be kept during the non-lighting season, which will enable the manager to get any. necessary repairs executed, and will at the same time prevent the lamps being damaged. The Health Committee's report was read as follows A meeting of the Health Committee was held on November 30. Your Committee then found that portion of the lagoon which lies between the railway bridge, Kerr's store, and Humber-street is in a very unsatisfactory condition. This is in their opinion due principally to the damming back of the water by the earth deposited by the Government interfering with what- current there is in the lagoon ; partly also to the deposit of refuse matter from the drain of the Empire Hotel; partly to the surface drain in Humber-street; and also in a great measure to the deposit on the south side on the Harbor Board section of a quantity of dry earth and rubbish, which tends to direct the current into the north backwater.

' Your Committee recommend that the Council take measures to get this portion of the lagoon filled in ; that notice be- sent to the lessee of the Empire Hotel to inform him the outlet' of the drain will be closed up, and that it will be necessary for him to provide another outlet; that the surface drain in Humber-street be diverted from its present channel into another part; and also that a trap door be placed at the outlet of the Tyne-street sewer, so as to prevent the current of air going up the sewer when the wind is in a northerly direction.

The first paragraph was ordered to stand over till the arrival of Mr. Oliver, and the two last paragraphs were referred to the Acting-Engineer with power to act. Mr. Procter gave notice that he would move at next meeting, " That tenders be called for the necessary excavation applied for by the Education Board, viz., in front of the new South School." The Council then rose.
