LATEST HOME AND FOREIGN NEWS. (RENTER'S TELEGRAM, P3R PRESS ASSOCIATION) London, November 18.

The first four heats of the International Regatta were rowed to-day on the Thames in the presence of a large number of spectators. The following were the results:—First beat—Laycock 1, Hawdon 2; 2nd heat —Wallace Ross 1, Riley 2 ; 3rd heat—Hosmer 1, Smitb 2; 4th beat—Trickett 1, Nicholson -2. The defated oarsmen are Elliott, 'Barrier, Largan, Riley, Gibson, Anderson, and Clasper, who do not compete further. Two more beats "will be pulled to-morrow (Friday), and the final contest will take place on Saturday. •' Adelaide flour, per 280 lbs, ex warehouse, 35s 6d. New Zealand wheat, ex ship, 455.

In the House .of Lords, Lord Granville made a speech, in.which he stated that Government had resolved to pass a Bill which would . assimilate the borough and county franchise. The total revenue in notes and bullion in the Bank of England is L15 ; 875,000. November 19.

The first heat in the regatta to-day was won by Wallace Ross, with Hosmer second j the second heat was won by Laycock, with Smith second. In this heat a foul took place between Trickett and Smith, and the former was thus out of the race.
