Telegrams have been received from Copenhagen announcing that a severe hurricane has been experienced there, which has • caused numerous shipping casualties. Owuig to heavy rains the environs of the port of Cherbourg are completely inundated, and much damage is being done to property. Constantinople, October 23. The German, French, and Austrian j Ambassadors to the Porte are, in accordance "svith instructions from their Governments, urging the Sultan to order Biza Pasha to surrender Dulcigno to the Montenegrins within five days. October 23. The Convention of Delegates of the Powers and Turkey, which has been sitting at Cettinge since the 18.th inst., has failed to come to any understanding as to details in regard to the cession of Dulcigno. The sittings of the Convention have accordingly been suspended. Athens, October 23. In consequence of the opposition which the Greek Ministry have met with in Parliament;, they have tendered their resignations, and a new Ministry is now in course of formation. Cape Town, October 23. Telegrams from the seat of hostilities (Basato land) report that, notwithstanding their recent defeats, the Basatos continue to act on the offensive. A large body of the enemy now threatens the rear of Colonel Clarke's position at Mapeting, which place he recently relieved with reinfoi'cements of the Cape Rifles, Teheran, October 23.
Tiie predatory tribes who reoently crossed the Persian frontier and pillaged a number of villages, and massacred many of the inhabitants, have renewed their ravages, and are continuing their depredations. The Persian troops, under Heshmekel Donlah, are rapitlly advancing against the enemy.
