Effect has been given to the policy of retirement from Afghanistan announced by the British Government as the course which they have decided to adopt. It has been officially intimated that the Government intend to abandon the Kyber Pass. The concession of territory under the Treaty.. of Gandamuk will be restored to the.Ameer, and the British troops will be Withdrawn immediately to Peshawur. This clecision has been severely criticised by the Indian Press as abandoning all the results of the war. It is believed, however, that the Government purpose retaining possession of the Piewar Pass, which affords the readiest means of reaching Cabul during the summer season. No decision has been arrived at with regard to .Southern Afghanistan. Since the rejection of the Irish Tenants' Compensation Bill by the House of Lords, the land .agitation .in Ireland has been rampant. Mr. Parnell, member for Cork, and leader of the Home Rulers,, addressed a Bxasa meeting at Ennis, in the County of Clare. He advocated the maintenance of the anti-rent agitation, and declared that if the people remained firm a satisfactory remedy to their grievances must be found. He asserted that the land question in Ireland was faat, ripening, and that no action of the House of Lords could prevent its early settlement. He denounced in strong terms the proceedings of the Commission which has been sitting for the purpose of the investigation of the subject of land settlement in Ireland. Grave fears are entertained concerning the safety of the Christians in Albania in the event of any attack on Dulcigno. Threats have been n>ade by the Albanians to murder all foreigners, and a strong fanatical fueling- has been aroused. September 21. Anarchy exists in Dulcigno. The ! peaceable inhabitants are leaving the place in terror. Since the evacuation of the Turkish troops the Albanians have held possession of the town, but there is no recognised authority. The . resistance offered to any regular force is not considered likely to be dangerous. Prince Nikilta, of Montenegro, has addressed a stirring proclamation to his troops, who have been despatched to take possession of Duloigno by force, if necessary, in which he declares the patience of ! Europe has been exhausted by the delays of Turkey to fulfil her treaty engagements, and in the event of resistance by the Albanians, nothing remains but an appeal to the sword. The Cape Mounted Rifles, who have .taken up a position near Mafetung in Basutoland, awaiting reinforcements, were attacked by 100 ft natives lender the command of the insurgent chiefs. The mad© the attack with vigor, but were repulsed with heavy loss. September 22. . It is feared that the war in Basutoland will seriously tax .the resources of the Cape. The disaffection is spreading among the.natives. The Tambookies, a tribe of some importance, have joined the Basutos, and aye concerting measures with them fof attacking the whites. Tha rocen,t. chaugoa in the French Cabinet have given rise to great dissatisfaction, it is not believed the new Ministry will be a stable one. The qualification of M. Ferry for the position of Premier has been severely criticised by the Frenoh Press, and an active feeling of ■ hostility is being exhibited amongst political parties. Some of the Parisian journals call upon M. Gambetta to. assume the responsibility of the situation. Prince Nikilta has oa\*sed to be arrested and thrown into prison the leading Mahometan inhabitants of Podgaritza, a situated 38 miles north of Scutari, [ and which was ceded to Montenegro under the. Berlin Treaty. The population of this town is principally Mahometan, and this action on the part of Montenegro has excited a most embittered feeling of hostility amongst their co-relgionists throughout Albania a;nd Turkey, Reprisals are threatened, and fkA outbreak of religious fanaticism, is greatly feared.
