The Great Powers have presented an ultimatum to the Porte, strongly insisting upon the cession of Duleigno to Montenegro, and active warlike preparations are being made by the combined fleet now at Ragusa for the purpose of enforcing the same. Calcutta, September 17. A n enquiry has been ordered to be held into the causes which brought about the defeat of General, Burrows at Kandahar when attacked by Ayoub Khan's forces. General Phayre has been appointed presiding officer at the enquiry. Berlin, September IG. Prince Bismarck, Chancellor of the German Empire, has undertaken the control of the Ministry of Commerce and Industry.
