BOROUGH COUNCIL.
The first ordinary meeting of the new Borough Council was held last evening, when there were present—His Worship the Mayor, Councillors Blair, Hardy, Hassell, Headland, de Lautour, Procter, Smith, Spence, Sutton, aud Townsend. The minutes of the last meeting were read and confirmed, and the outward correspondence was read and approved. A letter from Mr. George Grant, on behalf of Mi'. Otterson, the lessee of section 8, block 43, was read* asking permission to place a pipe under the footpath for the purpose of carrying off the surface water.—Permission granted to put in a glazed pipe. Permission was granted to transfer the lease of section 20, block 3, from Mr. L. | Morton to the Bank of New Zealand. Mr, Lemon, on behalf of Mr. Amos, applied for and obtained permission to put in a six-inch glazed pipe from the new Northern Hotel to the sewer in Tynestreet, the work to be done under the supervision of the Acting Engineer. 0 Mr, Lemon submitted the plans of a dwelling to be erected in Tees-street for Mr. Townsend. The plans were approved. Mr. Lemon also submitted the plans of two new shops to be erected for Mr. Sumpter at the corner of Thames and Eden-streets. The plana were approved. The Hon. H. J, Miller, in acknow-
ledging the Qouneil.'a letter thanking him for s.ervices in Parliament in connection with the Waterworks Loan Bill, | wrote assuring the Council that it was most gratifying to him to be able to render the Council any assistance, A letter from Mr, John Frew with to. the proteotion of water by leakage through ftuming, was referred, to the Waterworks Committee. Permission was given to Mr. F. Watling to place a box-drain on the sidechannel in Itibble-street, for a crossing on section 1, block 22. A letter was read from the Treasury intimating that LG lGs had been placed to the Council's credit, for by-Jaw: penalties, etc." It was resolved that the. Acting-Engineer should furnish Mr. Samuel Kusbatch with the boundaries of section block 14, as requested. • A fetter from Mr, o'Meagher, on behalf lof Mi\ Thos. Flaherty, was referred to the "Waterworks Committee, as was also the Aoting'Enjjineer's statement of Mr. Flaherty's account. His Worship the Mayor then referred to the meeting of the new Council and said he hoped that they would work well together in endeavoring to overcome the difficulties that might arise. He spoke of the necessity, in view of the collection of the water rate, for additional : clerical assistance, and suggested that it might be desirable to appoint a Building Committee, to whom all applications could
be brought at a few hours' notice. His Worship the Mayor having temporarily retired, it ivas resolved, on the motion of Counqillor Townsend, seconded by Councillor Smith, " That the Mayor's honowiwn, for five months of office, be i at the rate of LIOO per annum, and that 'the Council regret that their financial position would not admit of their increasing that amount." On resuming his seat the resolution was reported to the Mayor, who thanked the Council, £|e said he Regarded it as a matter- of principle that some honorarium should be voted to the* Mayor, and the custom no doubt waa an incentive to work. Personally it was a matter of no consequence to him whether or not any honorarium was voted. The "following Committee's were then elected Finance Committee.—Messrs. Head-

Bye-Laws and Health Messrs. de Lautour (convener), Hassan Smith, Otterson, and the Councillor to bo elected for Thames Ward. Fire Brigade Committee. Moasrs Blair, Headland, Smith, Hassell ( Cmi ' vener), Spence, and Otterson. The Mayor to be a member of all Com. mittees, and three to form a quorum. It was decided that any two members should be authorised to sign cheques. The Mayor, Councillors Headland Hassell, Hardy, Otterson, Spence, and Smith were appointed a Sub-Cominitteo to consider the duties of the Council staff. The Council shortly afterwards rose,
