Sir Stafford Northcote strongly protested against tapking the Bill qn tq the Appropriation Act, and expressed his amazement at the language used. September 4. After discussion the amendments of the Lower House were accepted, and both Bills finally passed. It is expected that Parliament will be prorogued on Tuesday next. Mr. Gladstone has returned from his cruise in the Grantley Castle off the coasts of Ireland and Scotland, and is now quite restored to health. St. Petersbubgh, Sept. 4; The Czar has arrived at Lividia, from St. Petersburgh. It is reported hei'e to-day that the line of railway at Sharkoff, in the province of that name, has been discovered to be completely undermined.
