In the House of Commons last night a Bill regulating tfep stowage of grain cargoes was read, a third time and passed, The House then proceeded to deal with Estimates, and on the vote for Irish Constabulary being proposed the Home Rule and other Irish members opposed it, on the ground of the military character of the Constabulary force. A long and excited debate followed, the Irish members Yigovpiisly obstructing the passing of the vote. The discussion during the remainder of the sitting, which did not close until noon to-day, when progress was reported and the House adjourned. The debate will be resumed on Monday next.

Calcutta, August 27. According to the latest news from Candahar, Ayoub Khan has withdrawn his force to a position eight miles to the west of the citadel, and thus virtually raised the siege. It is believed this is due to General Roberts' advanoe towards Candahar. . It now transpires that the news received to-day regarding the mutiny among the troops at Khelat is greatly exaggerated.
