THE CHANGE OF GOVERNORS.

In reference to the denial that the Home Government had communicated with Sir Arthur Gordon regarding the changes in the Governorships, because Sir Bartle Frere was only recalled on the 2nd August and Sir Hercules was telegraphed to on the 3rd to know if he would go to South Africa, the fact is that on the 20th June, it appears, the Home Government had signified to Sir Bartle Frere that the moment the delegates assembled at Cape Town had settled the question of federation or no federation, he would in either case be recalled. At the end of June they knew in England that the delegates had dispersed without coming to any agreement. A few weeks ago a telegram was received from London, stating that Sir Arthur Gordon was the man who was to be sent to South Africa, and it is certain that the Home Government must have communicated with Sir Arthur before they communicated with Sir Hercules, otherwise they could not have known on the 3rd August that Sir Arthur Gordon would resign the office of High Commissioner of Polynesia—one of the greatest oflices under the Grown —and had consented to accept the Governorship of New Zealand, upon the departure of Sir Hercules Robinson. The two appointments were simultaneously notified to Sir Hercules on the 3rd August, and must have been previously arranged. The offices held by Sir Bartle Frere are now divided into two. General Sir G. P. Colley has been appointed High Commissioner and Governor of Natal and Transvaal, and Administrator of Zululand. Sir Hercules is to be appointed Governor of the Cape Colony— that is of the southern portion of South Africa—and a reduction of L2OOO a year is made in the salary received by Sir Bartle Frere, in consequence of the changes. Sir Hercules will thus yeeeive LSOOO a year as Governor of the Cape, LIOOO as a special allowance, and L 750 a year as rent of a country house in the vicinity of Capetown, to be occupied in the summer.
