It was proposed by Councillor Headland, and carried, " That the attention of tke Engineer be called to the state of the footpaths where service pipes have been laid, and that, where the specifications admit, contractors be not finally paid before the footpaths are put in proper 18 letter was read from Anderson and Co , making an offer for a supply of water auffieient for 20 h.p. for the purpose of working a flour-mill which they intend to erect in Harbor-street. The rate the firm were willing to pay for same was L 7 10a per b.p- per annum, or, say Ll5O for the motive power; but if the Council lease their surplus water for further milling purposes, the writers were willing to pay the same rate as the Council received from other mill proprietors. It was resolved that the firm be informed that the offer, as proposed, could not be entertained. A fetter was read from Sir. A. Gillespie, Star and Garter Hotel, asking that, as hi 3 s aa account was a very large item, the Council would allow him a special discount. —It was resolved that the matter be referred to tho Gas Committee with a to ascertain the custom in other town 3, and whether it would be advisable to make a reduction to residents consuming over a certain amount of gas. A letter was read from Mr. George

Sumpter asking for Council's sanction to proposed building in Thames-street.— Permission granted. A letter was read from Mr. ¥m. Cuthbert asking for payment of the sum of L2 13 b'd r being half the cost of a fence which fia had erected on section 16, block 41. It was resolved that, in accordance with the Otago Fencing Ordinance, the sum of L2 be paid to Mr. Caihbert. A petition was read, from the licensed cab-drivers asking that they be allowed to hare a stand close to the footpath between the Empire Hotel and Mr. H. Aitken's corner.—Petitioners'request was granted for four months from date, and that they occupy the position mentioned between sunset and sunrise, provided that all rigfata-of-way be kept clear. A petition was read from the Excelsior Cricket Club as follows: —At a general meeting of members a resolution was passed, ' That the Secretary be instructed to call the attention of the Municipal Council to the recommendation o£ the Public Reserves Committee (December, 1873) re the formation of a cricket ground in the Public Gardens Reserve ; and that if the Council did not 3ee it 3 way at present to ky out the ground, they be asked to estimate of the cost of forming jomtT —JReferred to Mr. Kidd, Corporation to furnish the required information.

A letter was read from the Clerk to the Waitaki County Council re erection of a footbridge at Biack Point, and requesting that the Corporation issue instructions that as little water as possible be let into the overflow creek at the point named.— Referred to the "Waterworks Committee.

A letter wa3 read from Mr. G. Sumpter asking that, as almost all the property on sections 1 and 2, block 24, had been destroyed by fire, and, consequently, he wa3 losing all income in the way of rent, an abatement be made in the rates due on the property for the past year.—Resolved that a redaction of one-third be allowed.

Mr. G. Sompter wrote, on behalf of Mr. R. Knight, asking for compensation for loss through trespass of horses and sheep on his property in consequence of fences having been taken down and so left for Corporation purposes in connection with the waterworks. —Referred to the Waterworks Committee.

A petition was read from a number of ratepayers in Hull-street, praying that the water-pipes be continued from Mr. Humphrey's section to section 23, block 42, Hall-street. It wa3 resolved that the request cannot at present be complied with, the part referred to not having been included in the Qtiijinal plan, and there being therefore Bo pipes on hand for the purpose; bat that the request will be acceded to as soon as practicable. The following report wa3 read from the Inspector of Nuisances :

By your reqeest, I beg to report re Mr. Einly's letter to you. dated 31st May last, asking, on behalf of Mrs. Eliza Keenan, for permission to roof in with iron and enclose in the south end a recess which has already a wall on three sides, in the timber-baiit cottage on section 2, block 8,-1 beg to state that I cannot recommend the Council to grant the permission applied for on account Of the dilapidated condition of the premises generally. Respecting the sign-board, there Ma be no objection as far as I can see at present. Re ilr. Hardy's letter of the 4th mat, r applying for leave to put an asphalte creasing in footpath from Thames-street to section 2, block 8, I would advise the crossing being pat in, because, as far as I can find out, asphalte crossings with cast metal Wys, are both simple and efficacious, and ice generally used in Donedin and other large towns.

It waa resolved that Mr. Hardy be informed that the Council cannot comply *ith. the request re alteration to Mr.Keenan'a premises, and that the request fa erection of sign-board and making Mphaita crossing be granted, broken ■Qetol to be used in making axphalte. resolved that the road metal at -it-lying in Tnamea-street be spread I the daymen. Tt.-waa resolved that the Council sit as a Court of Revision of the Citiaens' 801 l on Thursday, Bth July, at 7.15 p.m. It was resolved that the proposed new uy-lawa be published in the Oamaru Mail, wd that a special meeting of Council, for the purpose of considering them, be held °R Thursday, Bth July, at 9 p.m., in the Council Chambers. A letter was read from Mr. C. Galbraith, taking permission ta erect an office on Section 2D, Harbor Block.—Granted. Some discussion having taken .place as to how to dispose of Council plant at Papakaio, it was resolved that the matter referred to the Waterworks Committee, *ich power to act. The Public Works and Reserves Committees' report waa read and adopted, as follows

The following report from the Waterworks Committee was read and adopted : The Waterworks Committee's report was read as follows : Re Messrs. Newton and Mirams' letter re Messrs. Jardine's claim for L6O for alleged damages by overflow of water from the race, yonr Committee have no evidence before them of any damage having been done to the land owned by these gentlemen, nor does the solicitors* letter give any information. —Recommended that the Committee interview the Messrs. Jardine on the subject.—Re Mr. Soil's account, 1.9 0s 6d, your Committee recommend that the Council decline payment of the same on the recommendation of the Engineer.—Re Mr. West's salary, your Comj mittee find that Mr. West was appointed by i the Engineer, as per his letter of the 26th October, 1877, as inspector of timber works, at the rate of L 25 per month. The Engineer states that he certainly directed Mr. West's attention to the resolution passed by the Council on January 23, 1880, and that he was to take it as a notice of reduction of salary. Your Committee strongly recommend that the resolution passed by the Council should be carried out.

The Finance Committee's report was read and adopted, and accounts amounting to to L 3104 83 3d were passed for payment.
