The Electric Telegraph Act Amendment Bill, the second reading of which was agreed to by the House yesterday, is a very short measure. It makes provision. for the Government contracting with any body, corporate or unincorporated, for the exclusive use of a special wire ; and enables the Superintendent or Secretary of the TelegraphDepartment, in cases of interruption or partial interruption of the telegraph lines, to give precedence to all messages for or on account of the Press, without reference to the order in-which messages are received at the offices. But this power is only to be exercised if in the opinion of the Superintendent or Secretary " tlje actual delivery of private telegrams would not thereby be delayed/''
