The London, press confirm a report which has lately been circulated to the effect that the Ameership of Afghanistan has been offered to the Afghan pretender, Abdul Rahman Khan. The offer is said to have been made in consequence of Abdul Rahman's friendly relations with the British Government, and in order to conciliate the Afghans and maintain the /JynAsty of Dost Mahomed.' Parliament was opened to-day by His Excellency the Governor, who iu his speech on the occasion announced that bills would be prepared to amend the constitution, increasing the number of tnembers in the Council and Assembly, altering the boundaries ; also an amendr ment of the Insolvency and Education Acta, as well ap other acts which were nierely of local character.^
