OAMARU HARBOR BOARD.

A special meeting of the Harbor Board was held this. morning, when there were present—Messrs. Sumpter, Reid, Miller, Aitkeri, Shrimski, Borrie, Cuncan, Gilchrist,"'Hassell, and Menlove. The Engineer was also in attendance.

Mr. Shrimski moved, " That no deviation in the construction of the works or alteration in the plans be made, and that no contract for an amount exceeding LSO for any. works or materials be entertained, unless of such intention three days' notice prior to any meeting called for that purpose shall have been given to each member of the Board." In moving the resolution, Mr. Shrimski said he thought that when serious expenditure was talked of, every member of the Board residing in the country should have due notioe, and that a special meeting of the Board should be called. He also thought that it was not desirable that a small minority of the members of the Board should be able, by hasty legislation, to make deviations from plans previously adopted at a meeting of the Board. Mr. Aitken seconded the motion.

Mr. Gilchrist having spoken upon the matter, the Chairman called the attention of the meeting to bye-law No. 8, wherein it is stated that << All the plans and specifications for any publio work shall be laid before the Board at least six days prior to the same being consideried and ordered upon, and be open for inspection by any member during that time." Messrs. Reid and Hagsell also spoke in favor of the resolution, which was parried.

On the motion of Mr. Haas ell, it was resolved to extend the time far receiving tenders for the dredge till Friday next. The tenders for cement being opened, that of Messrs Cargills, Gibbs, & Co. wa3 accepted for 2000 tons at L 4 6s per ton. The Board adjourned at 1 o'clock for half-an-hour.

On resuming, a discussion ensued touching the. proposed extension of the Normanby Wharf and othgr collateral matters. An alternative plan of harbor-works was .submitted by the Engineer for the consideration of Members.

" Mr. Aitken proposed—lst, That the Engineer he requested not to take any further steps with regard to the extension of the Normanby Wharf. 2nd. That a committee be appointed to collect all information procurable on the following points/ viz. : a. Dredging—whether it is practicable before complete protection is obtained ; b. Most suitable sige class of dredge for our purpqses j p. Protection —the best method t6 attain that objeot with the greatest despatch with the funds at present available. The Committee to have.funds placed at its disposal for the purpose of getting all information and evidence that it may deem advisable.

Mr. Shrimski seconded the resolution. He thought that the Board should be very cautious with the money they have in hand.

Mr. Hassell also supported the resolu tion.

After a long discussion, the Hon. Mr. Miller moved that consideration of the matter be adjourned till the nest meeting of the Board.

This was seconded by Mr. Menlove, and on on being put to the meeting the voting was even, but on the casting vote of the Chairman Mr. Aitken's resolution was carried.

The following Committee were then appointed : Messrs. Hassell, Miller, Duncan, and Aitken (convener), with power to pall for persons and papers, and to report to a meeting of the Board on Friday next. Mr. Duncan gave notice of motion that he would move at next meeting that tenders be called for piles. The Board then rose.
