"When tlie Hon, Mr, Oliver was in Oamani a few days ago lie was into??? viewed by the Harbor Board about several matters. The result of the borings was indicated to him. He wag also shown the completed plan of the Harbor "Works, and expressed himself as much interested and pleased with the result of the p.ast operations of the Board, and. the proposed works. Amongst other matters, the Chairman (Mr. George Snmpter) pointed out to him that they were shackled in their operations by the delay that had been occasioned by the Legislature limiting the Board's immediate borrowing power to'L3o,ooo, which, although it was subsequently altered so as to permit the LIOOjOOO being immediately placed, caused considerable delay in floating the loan; and that meanwhile the Bank would only afford very limited accommodation to enable the Board to prosciite its works. The Chairman asked the Hon. Mr. Oliver whether or not the Board could expect temporary financial help from the Government, and, in reply, was told that he thought, under all eireunisiances of the case, it was just possible that this might be afforded, and expressed himself as willing to recommend it. The Board subsequently made application, and we are glad to be .able to state that satisfactory arrrngements have been made, and that the Board will be able tp go on with the most important improvements contemplated without waiting to realise the loan.
