(rkotkr's telegram, per press association) London, February 28. At the ■wool sale to-day, 10,400 bales were offered, making a total of 107,900 bales catalogued since the opening of the sale. Prices are firm. Combing wools show an advance of 2M as compared with the last series. The House of Commons to-day voted on the motion of Sir Stafford Northcote for the punishment of members who may obstruct the business of the House, by temporaily suspending them from the privilege of sitting in Parliament. The Liberals supported the Government on this question, and the debate lasted three days. Party feeling occasionally ran very high. Berlin, February 28. The appointment of Prince Hohenlohe as Foreign Secretary has been made in consequence of Prince Bismarck's state of health, which is reported to be bad. (special to press association.) London, February 28. Delegates from the African Colonies will discuss at Capetown the federation scheme. Sir James Ferguson has been appointed Governor of Bombay. The Indian Government's programme is that Persia shall rule Herat and Sistan, Merv to be created into a State under Persia, under British protection; East and South Afghanistan dependencies to be under British protection; Khelat and Cashmere to receive territory, England retaining Khoorum, Khost, Khyber, and Jellalabad.
