Wkllixgtox, December 10. In the Legislative Council to-day, Dr. Menzies 1 motion, that persons taking railway seats should hold the same seats all through the journey, was carried. The Jackson and Kinross cases again came up for discussion, and were finally disposed of, the first by the Committee's report being adopted by 18 to 17 votes ; and the second by be ng shelved, with the proviso that the councillors and officers might appear as witnesses in any future action against Mr. Kinross. Thp Recristration of Electors Bill was read a thim time. In the House of Representatives today. After a number of reports of Committees had been brought up and dealt with, several questions of no general interest were put and answered. Mr. Thomson asked whether they intended placing any sum on the Estimates for roads in deferred payment blocks. Mr. Rolleston replied LIO,OOO had been voted last year for this purpose, and he understood that there was no provision made for the matter this year, although considerable provision had been made for the opening of such lands for sale. The adjourned debate that this House resolve itself into Committee to consider an address to the Government, praying that 20,000 acres of land in Rodney County bo set aside for the purpose of the construction of roads in said county, came on. The motion *.vas carried on the voice?. Mr. Dick moved the second reading of the Otago Harbor Board Endowment Bill. Mr. Macandrew opposed the motion as it now stood. He was prepared to give the endowment asked, but was opposed to the extensive borrowing powers proposed. There were great differences of opinion as the beneficial expenditure of L 250,000 already expended by the Board. His opinion was that the money to a large extent lias beon misapplipd. What was asked was S8 acres of water to' be reclaimed from the sea, and at present they had not the means for carrying on reclamation works. In fact they would be as far forward next session as they could possibly be if the Bill passed t his session. Practically speaking, the Board consisted of one man, who was left to do much as lie liked. After Messrs.' Oliver, Stewart, Fulton, M'Lean, and Bowen had spoken, Mr. Dick replied, and the motion was put and carried on the voices, and ordered to be referred, to the Waste Lands Committee. The amendments proposed by the Legislative Council in the Mines Act, IS?7, Amendment Bill, were not agreed ro. Messrs. Reeves, Finn, and de Lautour were appointed to draw up the reasons for dissent. On the motion to go iqto Committee on the Taranaki Iron Smelting Works, 187G, Amendment Bill, awarding the company 800 acres of land, a lengthened debate ensued. The House divided—Ayes, 34 ; noes, 24. The Bill .passed the Committee, was reported a third time, and passed. On the second reading of the Civil List Act, 1873, Amendment Bill, a division was taken—Ayes, 25 ; noes, 35. The Lands Claim Arbitration Bill reading was thrown out on the voices. The adjourned debate on the second reading of the Elective Legislative Council Bill was brought on. The House divided—Ayes, 24 ; noes, 35. The Bill was thrown out. On the motion for going into Committee on the Prevention of Corruption Bill, a division took place—Ayes, 28 ; noes, 29. The Bill was thrown out. The Municipal Corporations Act, 187G,; Amendment Bill was also thrown out on the motion for committal. December 11. In the House last night the following Bills were committed, read a third time,, and passed :—Palmerston North Reserves, Registration of Dogs, Auckland Harbor Board, Orcti Bridge and Ferry Reserve, Wanganui Endowed School, Riverton Drillshed Reserve, Alexandra Corporation Reserve, Queeustown Racecourse Reserve, Thames Harbor Board Act Amendment; Auckland Coll gc and Grammar School, Hawke's Bay Rivers Act, 187G, Amendment, Otago University Reserves Vesting, Resident Magistrate's Court Act, 18G7, Amendment : Heathcote Bridge, Bluff If arbor Foreshore Endowment, and the Napier Church Land Trust. The following Bills were discharged ; Inoh-Clritha, 1878, Amendment; Auckland Turnpike Act Repeal, Licensing Act, Law Amendment, and the Joint Stock Companies Act, 18G0, Amendment. In Committee to consider an address to the Governor that 17,500 acres of land in the Seaward Bush be set aside for railway purposes, the motion was agreed to.
