The foreign policy of the Government will be the watchword of the Opposition. Sir Charles Dilke, at Chester, expressed astonishment at the continuance of the present Ministry, who only maintained their position because they encouraged the idea that war was imminent, and they alone were mindful to maintain the dignity of the Empire. Very heavy wheat shipments are taking place from America, causing a large withdrawal of gold for there. (SPECIAL TO MELBOURNE HERALD.) London, August 19. The Liberals are actively preparing for the general election. Mr. Gladstone delivered a splendid oration at Chester, and fiercely denounced the Government. (SPECIAL TO J'KC.s.S association*. ) London, August 19. News has been received that the Peruvians gained an important victory over the Chilians at Terapaco. A Chilian transport, with 1500 troops on board, was captured by a Peruvian man-of-war. (SPECIAL TO MELBOURNE AGE.) London, August 20. Turkey is virtually insolvent. Large arrears of pay are due to the army and in the War Office, which has closed. The employees being unpaid for some months, refused to work any longer. DIRECT AUSTRALIAN XEWfS. In the Legislative Assembly lust night, a division was taken on the first item of the budget. The Government had a majority of four. Sydkky, August 20. The Austrian corvette Helgoland has arrived, bringing a Commissioner and exhibits for the International Exhibition. Brisbane, August 21. In the Legislative Assembly, the Opposition aro opposing the loan. The estimates and the LIOO,OOO vote for immigration are passed. Adelaide, August 21. Arrived —City of London. Tho Legislative Assembly has negatived the vote of want of confidence in the Ministry. (SPECIAL TO PRE.SS ASSOCIATION.) Melbourne, August 21. The Merchant Shippiug and Underwriters' Association report, under date the 19th August, the following arrivals : Devon, Damascus, and Jude, from Australia ; Wellington, from Port Chalmers. Sailed : (May 19) Northampton, for Lyttelton; (May 14) Charlewood, for Timaru;
(April 28) ship Euterpe has been reported sailed for Lyttelton.
