Loiterers on footpaths beware ! The Municipal Council have made a bye-law for your especial benefit. At last night s meeting the Mayor said it would be observed that in Dunedin a test case had been brought by the City Council to try the power of the Council to prevent persons loitering on footpaths. The Council had gained that case, the Magistrate speaking of the necessity for the byc-law, and its enforcement. The papers here had called particular attention to the annoyance caused to pedestrians through persons loitering on the footpaths, and he thought that as they were having the bye-laws printed it would be well to make a bve-law dealing with what was a decided public annoyance. He had applied to the Dunedin Council for a copy of the bye-law in force there, but had not received it. He had, however, drawn up a bye-law that he thought would meet the difficulty. This was read and ordered to be added to the bye-laws in course of being printed. We must congratulate the Mayor upon having, before leaving office, had a bye-law adopted which will put an end to this source of annoyance to respectable people in particular, and to pedestrians in general. The monthly meeting of the Waitaki branch of the Otago Educational Institute will be held at the High School to-morrow, at one o'clock.

Notwithstanding the badness of trade, the Colonial Bank has declared a dividend at the rate of 10 per cent, per annum, as the result of the late half-yearly balance. We notice that Mr. Lindsay, head master of the North School, has lost no time in having his l>oys exercised in a regular system of drill. Already a list of more than 50 names has been sent to headquarters, requesting that the Government will form them into a Cadet Corps. The boys are in good form, and efficient in drill. The Drill Instructor exercises them once a week, aud to-day, on parade, the boys were greatly praised for the .smart manner in which they performed their exercises. We hope the Government will accept the little company, and thus encourage the boys jto indulge in healthy exercises.

Messrs. Connell and Clowes will submit to public auction to-morrow, at 2 o'clock, at their stores, two farms—one of 60 acres, situate on the Island Stream, and another of 47 acres, adjoining the Maheno township. This sale will afford an opportunity to those of small means of securing valuable farms, as the terms have been fixed to suit the times.

The appointments of Messrs. M'Donald (master, Teaneraki), Gusly (master, Livingstone), Victor' M'Lymont (transferred from Kakanui to Oamaru High School, vice Miss Evans, removed to the North School), have been confirmed by the Education Board.

At the inspection of the Walareka Rifles by Sergeant-Major M'Plierson on Wednesday nic'nt, Vol. Cameron was promoted to the rank of Corporal. Through the energy of Mr. Cameron, who is also the Secretary of the corps, the Waiarcka Rifles have become a credit to tile district.

Rather a cruel joke was played upon the demoiselles attached to "Hudson's Surprise Party," during their stay at Waimate, which subjected the "fair blondes " to much personal inconvenience, and entailed their missing the early train for Christchurch. In blissful security they retired to rest, placing in neat array outside their respective chamber doors six pairs of "bootees." These were afterwards taken away by the wags concerned, and the booty used to adorn the outside of several business places. Quite a flutter was occasioned next morning among the bootiful but bootless damsels, on discovering their loss, and it might really have proved an irreparable one, their luggage having been sent in advance, had the search party enlisted in their recovery not been successful.
