A Russian circular note has been issued to the Powers, pointing out that certain questions regarding the Treaty of Berlin which are still undecided may-lead to fresh local disturbances. March 13. The Bank rate is 2i per cent., and the Bank reserve L 19,312,500. The proportion of reserve to liabilities is 50 per cent. The tenders for the Victorian loan amounted to L 8,500,000, and the full amount required is offered at L9B 19s, and one-third at L9B 18s 6d. The marriage of the Duke of Connaught was celebrated to-day. The Queen was present. In the House of Commons to-day, the Under-Secretary for Foreign Affairs, in replying to a question, said a Manchester firm had despatched ammunition to the Mozambique ; but the British Government had taken steps to prevent the same reaching the Zulus. The Chancellor of the Exchequer, in replying to another question, said that the British Government was disposed to recommend to the Sultan an Englishman to administer to the finances of Turkey, if one was asked for, March 14. A despatch by the Marquis of Salisbury, dated 2Gth January, has been published. It states that the action of the Russian officers in Bulgaria and Roumelia has been contrary to the Berlin treaty, and has aggravated the difficulties connected with the present stagnation. The despatch urges the immediate suspension of Bulgaria and Roumelia. St. Peters burgh, March 13. Two secret printing presses have been discovered here, and several arrest have been made. There have been serious political riots in Russia. The Victorian loan is a great success. About double the amount was subscribed. Two and three-quarter millions have been subscribed at 99. Two bushrangers stuck up a chemist at Goulburn, and robbed him of money and jewellery. The Queensland Postmaster-General's address indicates an increase of taxation and decrease of expenditure, and the cessation of immigration. Mr. Graham Berry repudiates the assertipns of Mr. Patterson : Minister of Works, that the Banks and the Argus have leagued together to lower the credit of the Colony. March 15. Vague rumors are current that changes will be made in the Ministry after Mr. Berry's return.
