Mr. Mansford, P.M., to-day said that the attention of the Government ought to bo called to the prevalence of cases in which persons were charged with lunacy. Such cases had put the country to a great div.l of expense. It was discovered that the accused persons were simply suffering from the ull'ec*sof drinking. Some means titiiilit to he provided whereby thrso persons should boar tile expense incurred. 3lr. Manst'ord. the K.M., finds himself in a curious difficulty wit'li regard to his assessment. At the sitting of the Court this morning, ho said that lie wished to appeal, but (lid not see how he could give notice, as he would have to adjudicate on his own case. There was 110 provision in the Act to meet such a dilriculty, and lie thought it rather a hard case that he should be debarred of his rights. Mr. Graham (Town Clerk) said that lie thought this a oas.'. which should bo referred to the Council. The- City Solicitor jocularly suggested that tile Council might take advantage of the opportunity to put an extra amount on the .Resident Magistrate s assessment to make up for the amounts knocked oil' from other properties oil appeal.
