(rnoii OtJR OWN cokkespondents.) London, February 13. A conflict between the Russians and the Roumanian police occurred at Galatz, and several were killed. Sir Stafford Northcote announced that foreign relations are sratifying; that the pacific action of Crete and Greece is in progress, and that the purchase of land at Cvprus has been arranged. He also announced that the Government will legislate in the laws that govern bankruptcy, workmen, employers, and loan banks. The Admiralty is fitting up a ship for exhibits for Sydney. February 14. O'Kelly, a Fenian, has been released. A plague has broken out in Bessarabia.
