Ratefavrrs will, on Monday nest, be called upon to. exeerctse the privilege of electing three members to serve on the Harbor Hoard out of seven candidates. We think that seven men more suited to occupy the position could not have been chosen ; and ratepayers will, therefore, g" to the ballot-box feeling that it matters little whose names they put their pens through. The corning contest will not be signalised by party feeling. Each candidate on the voting paper feels tliatthe labor of past Harbor Board has ended in success as great as could have; been either anticipated or desired, and that if he should have the honor of being eteuted he must, in the spirit of his predecessors, assist in completing the work which has been carried in so satisfactory a manner to its present stage. We do not fear the capacity of the incoming Board to perform its duties. The only regret is that it wilt not have at its disposal the amount of capital which would have been almost immediately available had Mr. If tstop's Bill passed into law. It wilt be a more dithcutt task to make the expenditure of the paltry L3O,o*H> out of the LiOO r O€o- the borrowing of which is authorised hy the Bill—extend over two years than it would have been t« form plans and arrange for the judicious expenditure at once of the LtWMDW 1 .. ruder the circumstances, it can scarcely be wondered at that there is but tittle enthusiastic over the approaching election.. We would not care to. be a member of a Board expected to. carry nut so Urge an undertaking under stteh restrictions as those contained in the Bill.
