KAKANUI ROAD BOARD.
The - usual monthly meeting of this Board was held this morming. There were present—Messrs. Gilchrist (Chairman), D. Booth, M'Kay, Manning, Elder, Gemmell, Maude, A. Thompson, Morton, and Olliver (Engineer). The minutes of the previous meeting were read and confirmed.
A letter was read from Mr. It. Johnston, Secretary to the Marine Department, Wellington, enclosing copies of an Order in Council making regulations under clause 35 of the Harbors Act, 1878, for the election of members of the Harbor Board. It was resolved that a special, meeting be held on Monday next to make the selection of a member.
The Chairman thought that the Board should recommend some members for election for the Kakanui Harbor Board forlncholme (?) and the Totara subdivision. Resolved that Mr. W. H. Teschemaker and Mr. Fenwick be recommended for the Totara subdivision and Incholme respectively. From Messrs. Barr and Oliver forwarding specification and drawing for contract 54, formation of portion of road between Reidston and sec. 19, block VII., Oamaru district.
The Engineer's report was read as follows : —" In accordance with instructions received re proclamation of main roads, tracings are being prepared for the various roads. We have been requested by Mr. M'Auly to report the probable cost of draining and improving grades on road between sections 52 and 27, block V.,and sections 3 and 4, block VI., Oamaru Survey District. Levels have been taken and drawings prepared for the proposed work. In connection with this road, we may state that a portion of it has been included in the sale of the Quarry Reserve in sections 4, block VI., Oamaru district, thereby cutting off the communication to the Totara Railway Station." A deputation was received from the Municipal Council, consisting of His Worship the Mayor, Councillors Mainland, and*Gibbs, and Mr. M'Leod, Engineer. Trite Mayor explained that the Kakanui Road l Board had run a road through Municipal property, and that the Corporation lessee was actually quarrying on private ground. Cr. Gibbs said that the Board had the right to take a xiiece of land from the Totara estate instead of the road, but the Corporation had no right to do so. The Chairman said that the Board might purchase the portion at present occupied by the road line. The Mayor said that if so it would assist them to buy the part they required. It was resolved that the Clerk write to the Municipal Council, asking what price they put on the piece of land for a clear title to the road line.
Mr. L. Fen wick attended on the part of Mr. W. Femvick, and stated his objections. He said that the only persons interested in the road were Mr. W. Fenwick and himself. The road was in part inaccessible on account of a hill and gully on the Totara section.
Resolved that the Board, after carefully considering the objections urged on behalf of Mr. Fenwick, is of opinion that it is expedient that the proposed road-line through section 43, Block 1., Kauroo district, be formed, and that the work be proceeded with and land taken in the manner prescribed by the Public Works Act, 1876 ; also, that no private injury will be done thereby for which due compensation is not provided for by the said Act,
With reference to a letter from the Ranger re impounding cattle, it was resolved that the Ranger be referred to the Impounding Ordinance for the information required. There being only one tender for contract ~So. 54, and it being considerably in excess of the estimate, it was resolved that this, with other contracts held over, be brought up for instructions at next meeting. The amount of accounts passed for payment was L 222 16s 2d. A vote of thanks having been passed to the Chairman, the Board adjourned.
