If a debate on any motion moved and seconded be interrupted by the number of the members present becoming insufficient for the transaction of business, such debate may be resumed at the point where it was so interrupted on motion upon notice. 34. If a debate on any order of the day be interrupted by such insufficiency of number as aforesaid happening, such order may be restored to the notice book for a future day on motion upon notice, and then such debate shall be resumed at the point where it was so interrupted. V.—Committees. 35. Minutes of all proceedings of Committees, as well of their reports, numbered in consecutive order, shall be entered in the Committee's minute book, and, being Bigned by the Chairman of the Committee, shall be presented to the Board ; and the Clerk, when practicable, shall attend all meetings of Committee. 36. The Clerk shall convene every Committee within ten days of its first appointment, or at any other time thereafter, by order of the Board, or on the written order of the Chairman of the Committee, or of any two members of the Committee. 37. The Board may, on motion agreed to, resolve itself into Committee of the whole. 3S. In Committee of the whole the rules concerning the seconding of motions and the restrictions of speaking shall not apply. 39. If any person shall be guilty of any wilful offence or misfeasance, or wilful or negligent act of commission or omission, contrary to any provision contained in the foregoing bye-laws, he shall forfeit a sum not exceeding five pounds.
