August 30. In the Legislative Council to-day, the Colonial Secretary introduced tlie Rating Act Amendment Bill and the Counties Act. Both were read a first time, and the second vending fixed for Tuesday next. Captain Fraser moved that all expenditure on the Jackson's Bay settlement should cea v \ The CoV • ial Secretary promised a strict ,riry iiiui the subject. ■'•:_ moth n was agreed to. The Martin Annuity Bill, was r.ead a second time without opposition, but Mr. Reynolds deprecated such a precedent as the" altering of the Pension Act. The dangerous Goods Act was read a second time almost without comment, also The Juries Act Amendment Act. Both were introduced by. the Government. The Colonial Sue-rotary moved the rending of 'J'iio Civil S.rviee Amendment A'*t. The ii-i'ioinle of the iiiii was aglved wiil! t.'Y inemo,;i\<, but Soiili! ;X----ci-piion was taken to the details of the Bili, which was read a second time. The TTouse of Representatives met at 2.30 p.m. In reply to Mr. Wood, Mr. Stout said the Government did not intend this session to introduce a Bill for the abolition of Gnmi.l Juries. Mr. Sheehan announced that <\n Tuesday next ho would deliver his Statement on Native matters generally. Nine more Bills lor the endowment of Harbors were read a first time. Mr. iJalhineo announced that on Monday next lie would ask for another imprest supply. Mr. Stout moved the second reading of Trie Disqualiticntion Bill, which proposed to prohibit civil servants and contractors from sitting in-the House, and provided for another Executive officer, without a seat in the Cabinet, in the Legislative Council. Mr. Sl'Lean would not oppose the second reading. The Bili having been read ase.cond time, it was at once committed, afrer a protest from Mr. B-rli", on Section 0, which reads may be appointed a civil servant'.within twelve months after censing to bo a m-m- ---- of the House.'under a penalty of LSO a day. "It was moved that the word '•'any" be snbsututed. A division was taken, and the word "no" retained by CG against I!>. "The House adjourned nt 5.30. At the evening siiting Mr. Bal'ance inovt-d the second reading of the Laud Tax Bill, the whole financial policy of the Ministry being discussed in connection with the Bill.
