WAITAKI HIGH SCHOOL BILL.

i V\ e have been favored with a copy of a Kill introduced into Parliament by Mr. Shrimski, M.H..R., to provide for the establishment, and management of the Waitaki High Sohool at Oamarn. By this Bill the management of the High School is vested in a Board of Governors, consisting of five members, one of whom shall be the Mayor of Oamaru for the time being, and another the Chairman of the Waitaki County Council ; a third is to be elected annually by the Education Board of Otago, and the remaining two nominated by the Governor. The whole of the. members are to retire annually, but are to be eligible for lv.-election. The Board is to bo a body corporate, with power to hold lands, and may sue or be sued. The Bill-provides for the retirement of members from various causes, and specifies the manner in which vacancies are to be filled up. Th« is empowered to dtal with all lands vested in the Board, and may lease them by I public coifApetition for a period of not • more than 21 years. The rents, profits, and annual income derived from real and personal estate vested in the Board, is to be devoted to the maintenance of the High School, the. payment of salaries and expenses, and for prices, exhibitions, and scholarships for the students. The Board may, out of any moneys as shall lie received by them, expend any sum notexceeding LIO,OOO in erecting suitable buildings and premises. The whole control and management of ihe High School is vested in the Board, and they are empowered to appoint and dismiss all masters, teachers, sc, and to make byelaws and regulations defining tb<> course of situiie-s ihe conditions upon winch .•xlv>i;ii's shall be admitted, and the fees to be paid. The last clause of the Bill! may fairly be considered the most important, and is as follows :—'• It shall be lawful for the Commissioners appointed under -The School Reserves Act, 1877,' oi- by two Commissioners appointed for that purpose by the Governor, to selectout or the reserves for education in the Education District of Otago auoh reserves as will give an annual income at present of LSOO ; and oh the proclamation of the Goveyiii.i' *.lmt such reserves have been selected and set apart for the said 'VV'unaki i High High School, the said reserves shall i absolutely vest in the "Waitaki Hitch ! School Hoard incorporated by this Act."' 1
