MUNICIPAL COUNCIL.

The first meeting of the now Council was held last evening. There wore present —His Worship the Mayor, and Councillors Spence, Mainland, Headland, Gibbs, Procter, Humphrey, and Hamilton. The minutes of the last general and two special meetings Were read and confirmed, and the outward correspondence was read and approved. A letter from Mr. J. Billingham, asking for the permanent level of Wharf-street, in front of section 13, block XXVIII., was referred to the Engineor to report upon.

Mr. James Ferris wrote, drawing the Council's attention to the state of section 30, block 72, which he: stated was lying in stagnant water. The letter was referred to the Public Works Committee.

Mr. A. S. Otterso'.i wrote, asking for the permanent levels of Arun and Wharfstreets, opposite sections 3 to 5, block 37, and for the proper street-line. The matter was referred to the Engineer for report. Mr. Wm. Glass' application for permission to lay down a crossing off Ure-stroet to section 18, block 42, was granted, on the condition tha . the work is performed under the supervision of the Engineor, and that the crossing be kept in proper repair. Mr. Jarvis Wbi';e applied for a lease of 300 acres of land At the Waterworks inlet, at a yearly rent al of L7o a year, for a. term of years to be fixed by the Council. It was decided to inform the writer that when the Council purposed to let the land, it would do so by public auction. Applications l ! or gas to be laid on were received from Mr. Hood, Eden-street (If* lights), and Mr. Smillie, Reed-street (li lights).—After reading the report of the Manager of the Gasworks on the subject, the whole matter was referred to the Gasworks Coramittee. Several tenders were opened for kerning, channelling, asphalting, earthwork, and formation in Coquet-street. Cr. Humphrey proposed, and seconded by Cr. F-.imilton, " That Messrs Hamilton and Co.'s tender (L4ll 35.) be accepted." Cr. Headland moved as an amendment, and Or. Gibbs seconded—" That it be notified that th<; Council will proceed to carry out the work unless objection is made by the property owners interested before next Council meeting.''

The original motion was withdrawn,, and the amendment agreed to. The tender of Mr. D. Heron, for work In Cross-lane, L 74 Ida. B<l. was accepted.. A letter from Mr. Henderson, contractor for the Waterworks, was considered it* Committee, and ordered to be further considered at an adjourned meeting to be lie Id on Monday,at noon. On resuming, accounts to the ainonnfc of L'2(>B 10s. Id. were passed for payment. The usual Committees wen* appointed, t,lio names on each of them being thesjiiuw sis last year, with the exception of that of Cr. Humphrey, being substituted for that of his predecessor, Mr. Booth. The Council then proceeded to fix the honorarium of His Worship the Mayor, Cr. (ribbs occupying the chair. Cr. Headland moved, and Cr. Familton seconded, that the Mayor's honorarium, should be the same as last year, viz.,. L 201).

Councillor Proctor moved as an amendment that the amount should be LlfiO, savins,' that he had promised to do so. At. the same time he thought L2OO quite little enough. The amendment was not seconded, and original motion was therefore carried. The Mayor briefly thanked the Council. The salaries of the Council's ofHcei's were fixed at the same amounts as last year, viz.. Engineer, L7HO ; Town Clerk, LIJoO ; Assistant Clerk, L 175 ; Auditors, Llo each ; Valuer LfH) ; Inspector of Nuisances, LI! l()s. per week. The Council then rose.
