LATEST HOME AND FOREIGN NEWS. (redter's telegrams, per press agency) London, June 4. The Chancellor of the Exchequer, in presenting the diplomatic- correspondence, said the British government had accepted the German invitation to the European Congress for a free discussion of the San Stefano Treaty, conditional upon other Powers accepting.

(special to the press agency.) Lord Salisbury and Sir S. Northcote read the invitation to the Congress to discuss the whole treaty at Berlin on the 13th. Each Power sends its Premier and Foreign Minister. The Emperor's condition is favorable.

The race for the championship of the Thames took place to-day, and was won by Higgins. Elliot was nowhere. The Australians played against Surrey to-day. The first innings of their opponents closed for 107 ; first innings of the Australians closed for 110. The attendance was enormous.
