WAITAKI COUNTY COUNCIL.

SPECIAL MEETING.

A special meeting of the Council was held tin's morning at rho County Council Chambers tor the purpose of considering and passing bye-laws for the management of slaughter-houses and the fees payable under them. There were present —The Hon. E,. Campbell (Chairman). Messrs. Craig, Thomson, Todd, Murcott, Johnston, and \V. Sutherland. The proposed bye-laws were gone through seriatim, some of them being passed and others postponed for further consideration. The Council also took into consideration tin' advisability of agreeing to the proposed alterations in ihe midline through s-cti.'iis 50 and 51, bl"ck VI., and sections 4. 5. G, and 54. Mock A'III., and 10, 11, 12, 13, and 14 of the same block, Otepopo District. There having been no objections lodged, the proposed alterations were agreed to.

MONTHLY MEETING. The adjourned monthly meeting of the Council was afterwards held, when the? whole of the members given above were present. Messrs. Oliver (Engineer) and Barron (Road Inspector) were also present.

The minutes of the last meeting were read and confirmed, and the outward correspondence read and approved. The Secretary of the Pukeuri Library wrote applying for payment of the sum voted by the Council for library purposes in the Pukeuri Riding.—lt was re3"lv«l to pay LlO each to the Pukeuri and Awamoko Libraries. A letter was read from Mr. J. Cotton Rowley, Secretiry to the Shag Point Coal Company (Limit>-d), intimating that tiie company proposed making a branch railway line to connect the Shag Point coal pit with the main line, under the District Railways Act. The plans and specifications of the line would be for-

warded to the Council for inspection. The writer stated that the company did not propose to levy any rates to pay interest on the cost, and that he imagined there would be no opposition, but on the other hand that the undertaking wonld have the goodwill and support of the Council. Tiie Chairman stated that he had replied that no opposition would be offered by the Council to the construction of the line.

A letter was read from the UnderSecretary, forwarding copies of the Sheep ;ind Fencing Bills proposed to be introduced into Parliament next session, and asking for suggestions from the Council thereon.

A letter from the Treasury was read, intimating that the sum of LIT 17s. 9d., gold duty, had been paid into the bank to the credit of the County.

A couple of lengthy letters were received from the Secretary to the Treasury with reference to the deductions made from the County subsidies in aid of hospitals and charitable institutions, and pointingout, the mode of proceedure adopted. Mr. Walter Worley, Teaneraki, applied for a renewal of his slaughtering license.— Granted.

Mr. A. Pirie, Clerk to the Otepopo Road Board, wrote pointing out that the half of the Ranger's salary at Otepopo was Ll2 10s.. whereas the Council had ■nly voted Llo.—Letter to be acknowledged.

The Clerk to the Otepopo Road Board wrote asking under what Act or authority 'he Council had proclaimed the road from Mahcno to Kakanui South a County road in the face of the Board's written opposition thereto.

Some discussion took place upon the matt, r, some of the members expressing r,ie opinion that it was inadvisable to go in opposition to the Road Boards. Mr Johnston gave notice that he would move sit the next meeting that the resolution proclaiming the road a County road be rescinded.

Several members said that the Otepopo Road Hoard had act 'd tiie part of tie dog in the: manger in reference to the road not having done anything to make the mad passable, and now finding fault wirh rhe County for taking it over and having it made. The mad was a most necessary one, being used principally by a large number of residents of Kakanui. It was ultimate!}' agreed to reply to the letter in the meantime that the road had been proclaimed a County road tinder the <SBrli section of the Act, and that the writer be referred thereto.

Sub-Inspector Smith wrote intimating that there was no objection to members of rhe Police Force being appointed inspectors of daug-iter-bonnes under t'e Sianglrer - houses Act, 1f."7. and that .Mounted Constables Green and Welch might In; so appointed. —To be considered at the rii st meeting.
