SPECIAL CABLEGRAM.
FROM OUR OWN CORRESPONDENT. Dunedin, February 4. The following special cablegram has been received by the : London, January 29. The excitement in England is intense owing to the probability of war. Meetings are general against war, and peace petitions have been presented to the Queen. The war vote is being discussed. The Turks are being everywhere defeated, and the Russians are in great masses within 60 miles of Constantinople. Fearful excitement prevails. Sir Michael Hicks Beach succeeds Lord Carnarvon.
