PARLIAMENT.
(iJY THLTCOKAPU.) WiaiiiNcn'ON, September 20. In the House of l.ieprescntatives yesterday afternoon, the Speaker read a letter from .Mr. Fisher, number for Heathcote, saying that lie saw the Committee of the Lo'-'isTativo Council had reported that the hon. Mr. Peacock had forfeited his seat_ m the Council by being a member of the Waimakariri Kivor Hoard. As he was also a member of that Hoard, lie desired to know what his position was. It was resolved to refer the matter to the same Committee a* the one in Mr. Kennedy's ease, the members of Committee to be appointed to-morrow. Mr. Keid, replying to Mr. Barlt, said the Government had telegraphed to the AgentGeneral to send a complete list of the Avalanche's passengers. On Mr. Fitzroy's motion, it was resolved that the House adjourn at 5.30 to Friday on account of Members Bills. After some further debate, Mr. Maeandrew's motion about Otago branch railways was negatived by 30 to 27. A Committee was appointed, on the motion of Mr. Travers, to consider the regulations in force relating to the examination and admission of surveyors to practice, and the nature of such an examination. _ The debate was resumed on Mr. Basting s motion about the Government providing for the main arterial roads. Dr. moved as an amendment, "Providing that the schedule of work so to be undertaken by Government be laid before the Rous'?." Mr. Stafford warmly supported the motion if so amended. Mr. Bastings accepted the amendment, and after remarks from Capt. Morris and Mr. Woolcock, the debate was interrupted by the dinner hour. At the evening sitting, the Auckland College and Grammar School Bill was partly
considered in Committee, and progress reported. The Fine Art Copyright Bill, and the Dunedin Reserves Bill were read a third time and passed. The Dunedin Reserves Bill was read a second time and referred to the Waste Lands Committee. In Committee on the Deceased Wife sSister Mar'iaue Bill, a clam-c moved l>y Mr. Rowo to all marriages legally contracted in° any part of the British dominions was ncati'ved by the easing vote of the Chairman. An amendment by Mr. Maeandrew to also legalise marriages with deeeased husband's brotlnr was negatived on the voices. The third reading of the Bill was earned by 26 to 17, alter a long speech from Mr. Travers against it, and one from Mr. Swanson in support "f it. The Bill passed without any amendment.
