WOOL SALES SPIRITED. London, August 14. The Colonial Inscribed Stocks Bill lias passed. Lord Carnarvon, during the second reading in the House of Lords, highly commended Sir J. Vogel's exertions. The Economist praises the Bill. The wool sales opened to-day. Brokers Balmer and Hayard had a well-sslected catalogue of 5142 bales. Tiie attendance of home and foreign buyers was large, and bidding commenced with great spirit. The prices reelised were about the same as those of last series. Arrived Wellington, Trafalgar, and Scathbon. Bombay, August 15. Prorogation of Parliament lias taken place. The Queen's speech says that efforts to maintain peace have been unsuccessful. It is intended to remain neutral so long as British interests are unaffected ; the extent and nature have been defined in a diplomatic note to Russia, in the hope of eliciting a friendly reply. Efforts will be made when opportunity occurs to restore peace in terms compatible with the honor of tlie belligerents, and the general safety and welfare of other nations. If, during the contest, our interests are assailed or endangered, we will rely with confidence on your help to vindicate and maintain our rights.
