It is reported that the Porte declines to throw open the Dardanelles to any Power unless it supports the Turks against the Russians. They have taken Kesnek (Kezanlik and are now marching on Phillipopolis. They were repulsed with heavy lossses at Plevna. It is believed that Midliat Pasha, now in London, will be recalled. The Herald's special states that a panic occurred at Adrianople and Stamboul when it was known that the Russians had crossed the Balkans without opposition. The Bulgarians arc everywhere welcoming the Russians as deliverers. It is rumoured that the English Government intend despatching British troops to Gallipoli.
