BOMBARDMENT OF SEBASTOPOL. Singapore, July 19, 4.3 G. The Russians have raised the siege of Kars. Mukhtar Pasha and the Governor of Kars are preparing to attack MalikofTs army. Russian reinforcements are proceeding, bjr forced marches, towards Armenia. Turkish frigates have bombarded Sebastopol. Eighteen battalions of Russians have crossed the Balkans, and arrived unopposed, at Unisapha (query Eski-Sagra). The Russians which have arrived at Rasgad are cutting the railway between Varna and Rustchuk.
