B COUNTY COUNCIL NOTICE WAITAKI COUNTY COUNCIL. TVTOTICE IS HEREBY GIVEN that the 1M undermentioned BYE-LAWS have been duly PARSED by the Wuitaki < oi.nry Council, and will COME INTO OPERATION as and from the 9th DAY of AUGUST : BYE-LAWS NO. 1. TO REGULATE THE DEBATES AND PROCEEDINGS OF THE COUNTY COUNCIL OF WAITAKI. 1. The first business at any Meeting, or Adjourned Meeting, of the Council, shall be the reading of the Minutes of the previous Meeting. , , ~, , 2. After the Minutes have been submitted for confirmation, the Chairman or Clerk shall lay on the table allcorresponuence and statements, and submit all other general information that may have been received since the previous meeting of the Council. 3. Except as herein or by " The Counties Act, 1576," otherwise provided, no Member shall ini-.iate any subject for discussion, except by permi.-sion of the Council, or unless in pursuance of notice given in writing at a previous meeting, or forwardtd to the Chairman at least 'I en Days before the day appointed for the meeting at which it is brought forward, and a copy of any such notice to the Chaii man shall be forwarded by the Clerk at least Seven Days before the meeting. 4. All business of which such notice has been g.ven shall be taken into consideration after the ordinary business of the Council, as piovided in Section 75. 5. The ordinary business of the Council shall be laid before it by the Chairman without notice being required. (i. Ail busiiuss ot the Council shall be decided by resolution, to be submitted by the Chairman or Member moving the same, who shall, if require I thereto, baud in such resolution iu writing. 7. Every resolution or amendment not seconded shall drop without discussion, and shall not be ente e.l in the Minutes, except by permi-sion of the Council. 8. The debate upon a question may be interrupted : (1) By a quest'on of order. (2) By a motion for reading any Official d ,cument relevant to the question. 9. The question may be superseded : (1) iiy a motion, ''That the Council do now adjourn." (2) By a motion, "That the Council proceed to the n xt business." 10. The Council may order a coni|dicated question to be divided. 11. A question being put, shall be resolved in the affirmative or in the negative by the majority of the voices, "Aye" or "No." 12. The Chairman shall state whether, in his opin o:i, the "Ayes" or the "Noes" hive it. and unless a division be called for, the Chairman's deci i m shall be filial. 13. Every member present when a division is taken must vi te. 14. If a div siou be demanded, the Chairman shall call upon each member to say "Aye" or "No." 15. No question or amendment shall be proposed which is the same in substance as any question which, during the same meetin"-, has been resolved in the affirmative or neg.itive. lb". After a resolution or amendment has been put by the Chairman, it shall not be withdrawn without the leave of the Council. 17. Amendments to any resolution may be moved with'iit not.ee. IS. In putting the original resolution, as well as amendments (if any), the Chairman shall conform to the mode prescribed by the ! Stand.ng Oi dei sof the legislative Council. It). Every n.e:nber, when speaking, shall address the Chair, and shall not speak twice on the same subject, unless in explanation of some material point on which he has been misunderstood, and v.i hmt introducing any new matter ; provided also that the mover of any resolution not being an amendment shall be allowed the liberty of reply. 2.'. When any question of order shall arise, it shall be immediately taken into consideration and decided by the Chairman, and the matter in debate snail be suspended until the decision of the Chairman has been given. 21. Any meeting shall be adjourned on motio- to" that effect duly curled, or on conclusion of the business before the meeting. 22. At special meetings of the Council no business shall be transacted except that for which the meeting has been called. 23. '1 lie Comic 1 may, on motion agreed to, resolve itself into Committee of the whole. 24. In Committee of the whole the rules concerning the seconding of motion, and the restriction of speaking shall not apply. 25. All 3' Standing Order may be suspended by unanimous leave of the members present at auy meeting. 26.
