RETREAT OF THE RUSSIANS. OLTI RETAKEN. INSURRECTIONARY AGITATIONS. Singapore, June 13, 11.15 p.m. Mukhtar Pasha's despatches report that the Russians are retreating between Kars and Erzeroum, and that Olti has been retaken by the Turks. A general rising at Candia is expected. The Russian Government has ordered a levy of 250,000 men. Insurrectionary agitations have taken place at Epirus and Thessary.
