ORIGINAL PROCEEDINGS.
Mr. M'Kellar, Collector of Customs, lias instituted criminal proceedings against Captain Bonner, who was in command of the steamer Tui recently, when she ran into the Napbr while going up the Foxton river. The charge is one of drunkenness, and is laid under the 242 nd clause of the Merchant Shipping Act, 1834, which gives the power to cancel or suspend a captain's certificate.
