The cablegram which we .publish in another column places it beyond all doubt that a bloody conflict has been commenced in Europe. Russia, deeming herself insulted in regard to the refusal by Turkey to agree to the proposals submitted by the Conference of European Powers, has taken up the offensive. She is pouring her troops into Turkey, with the apparent determination of obtaining by force that which has been refused when asked in a spirit of peace. What will be the outcome of the struggle .it would be difficult to predict; but it is not asserting too much to say that the war which has ncv been entered upon will be one of the greatest that the world has witnessed for many years. To what extent the other Powers may become engaged in the struggle of life and death it would be bard to say ; but we fear that England is almost cartain to become involved. At present the feeling of the British people is that England should remain neutral, and allow the two nations to fight out the mighty battle as best they may.

There was no sitting of the Resident Magistrate's Court this morning.

We have been requested to state that seats may now be secured at Mr. W. Carncros3' for Mm Scott-Siddons' entertainment, which takes place on Thursday next.

The season for the shooting of pheasants and the coursing of hares in the Provincial District of Otago has been changed, the open season now being during the months of Ma}', June, and July. The resignation of Sub-Inspector Adam John M'Cluskey, of the Otago Police Force, has been accepted by his Excellency the Governor.

Amongst the returns laid on the table at the meeting of the Harbour Board yesterday, was one in reference to the property of the Hoard under lease. By this it was shown that, up to the end of the financial year, the sum of L 3333 Oi. 7d. had been received for rent; ami that the value of buildings erected on the land leased, amounted to L17,5"i0, while others were iu course of erection, which would bring the amount up to L20,1W0. On the fourth page of our present issue we publish a lengthy report of the Premier's speech at New Plymouth. The speech will be found well wo-thy of perusal. A proclamation by his Excellency the Governor appears in the New Zealand Gazette of the ISth, appointing the Municipal Corporation of Oamaru to execute "The Common Lodging-house Ordinance, 1862," and "The Common Lodging-house Ordinance Amendment Ordinance, ISG4."

A number of bye-laws in reference to the 2sew Zealand Railways are published in the General Government Gazelle.
