No carriage shall stand or ply for hire within the Town of Oamaru unless and unt'l the same slrdl be licensed by the Conneil. 1.1. The driver of any cn,rria?o shall romrn constantly in attendance upon the s.-ime either by himself or by some competent perron while lured or plying for fir returning from hire or "wailing on any public stand. ■ 10. No driver of any carriage shall by loitering or any other improper conduct cause any obstruction in a-ny street. nor shall he permit tlic same to stand alnng-ide of any other carriage in taking up or setting down any person or wilfully or wrongfully pr event or endeavour to prevent the driver of any other carriage from being hired or taking a fare, nor shall he v.hile acting as fuch driveler conductor do or cause "or puffer to be done any damage to any person or property or be guilty of any breacli of the peace or 01 any misconduct or misbehaviour tending to occa sion a breach of the peace. 17. No orrner, driver, or conductor i7i charge of or in attendance upon any carriage shall drive the same Hinously. carelessly, or yrantonly while the same shall be in actual use, or be-drunk or use any obscene or blasphemous language, or any threatening, abusive, or insulting "words or gestures, or otherwise so misbehave himself as to annoy any person riding therein.
