MUNICIPAL COUNCIL .
The usual fortnightly meeting was held last evening, his Worship in the chair. The Councillors present were—Messrs. Headland, Mainland, Booth, Gibbs, and Grave. MINUTES. The minutes of previous meetings were read and confirmed, and the correspondence approved. PERMISSION TO TRANSFER. Permission was given to several Municipal lessees for the transfer of their several leases under the usual conditions. A NUISANCE. A letter was received from Mr. John Lemon, complaining that Mr. Jarvis White, the occupier of the premises adjoining his property was keeping a large number of pigs upon his laud, and the stench arising therefrom was both a nuisance and an injurv to health. The Council found that Mr. White's land was on a block which did not come within the Swine Prohibition Bye-law; and consequently thev were powerless to deal with the matter* in that way. His Worship pointed out that proceedings could be taken under the Health Act, and after some discussion it was resolved—" That the attention of the Inspector of Nuisances be called to the letter of Mr. Lemon, und also to section o2 of the Public Health Act. 1870% and that the letter be referred to 'the Bye-laws Committee, ! with a view to considering the whole ! matter of swills in ti.e town." ! " Your Committee recommend That the Engineer be instructed to employ the day men to clear the upper part of the old bed of the creek as far as the lagoon in Yare-street, so as to let off any stagnant water into the outfall drain now being constructed ; and that the Inspector of Nuisances be directed to see that no part of the water way is filled up at any time by the residents in the neighborhood throwing rubbish therein. " 2. That the draymen be employed as time permits in filling up the hole on the south side of the railway at foot of lirestreet* "3. That the Harbor Board be requested to form a culvert under their railway siding in order to allow of the drainage coining down the south sewer finding its way to the sea. "4. That section 61, block TV., Quarry Reserve, applied for by Mr. Thomas Sutherland, be offered for lease by auction for a term of seven years, with option of renewal (unless required by the Corporation) for a further term of seven years. Upset annual rental to be £2. Right to Corporation to quarry stone on the property to be reserved, and any buildings erected by lessee to be placed in a position approved by the Engineer. • 4 5, That the dray track in Yare-street be extended to Cross-lane in accordance with Engineer's report of 24th November, so soon as the Council is in funds. " G. That a detached shed be erected for the storage of kerosene and the workmen's tools." " January 17, 1877. " Your Committee have the honor to report that the present pound is fast falling into disrepair, so much so that it is now necessary that steps should be taken to erect a new one, " Your Committee recommend that m erecting a new pound the site should be changed from that at present occupied to a corner of the reserve west of Seyernsfreet Bridge, at the junction of Crosslane and Chelmer-strcet, and that arrangements be made with the lessee accordingly. " Your Committee recommend tuat tenders be called for, for the work to plans to be prepared by thelSsgineer, as much of the old material to Dt used as is available. / "Your Committee further recommend that the Recreation Reserve, on which the ponnd now stands, be fenced on the railway and Severn-street sides, in order to protect the trees and plants about to be put in. " Wm. J. Steward, Mayor, " Chairman." Both reports were adopted, and the matters of erecting a Pound, and fencing Reserve, referred back to the Public Works Committee, with power to call for tenders, report op the corporation gardener. The following report was read and adopted, and it was resolved that the matter of planting trees, for the purpose of beautifying the town, be referred to the Reserves Committee, to report thereon : , _ . " To his Worsliip the Mayor and Borough Council, Oamaru. ft Gentlemen,—The principal work on the Reserve in Tyne-street is so far advanced that the labor of self and man should now, for a time at least, be employed on some other reserve. I would urgently suggest the selection of suitable ground for a nursery. t( About half the seeds purchased last year are on hand for sowing this autumn. "I have great pleasure in acknowledging liberal donations and promises of seeds for public gardens, viz., from Messrs.
Hassell, Teschemaker, W. Fenwick, Bor ton, Conor, Bullied, and Dr. Webster ; the latter gentleman also kindly offers trees, shrubs, and flowering plants from Balruddery. "In addition to the local contributors named are others in Great Britain, America, and the Colonies, particularly the two following, Mr. Abbott, the Curator Botanic Gardens, Tasmania, and Professor Kirk, Wellington, New Zealand, who lately visited Oamaru, and very kindly offered his aid in collecting seeds and plants for the public gardens here. " The trees and shrubs planted on the Tyne-street reserve were all donations. "His Worsliip the Mayor purchased from Mr. Falconer trees shrubs for the clump on the south side of Reserve. "Messrs. Walkem and Peyman purchased the plants for the clump on the west side of Reserve, and among other contributors were Messrs. Connell, Falconer, Monteith, H. Aitken, Watson, and others. The sons of the last two gentlemen purchased and planted Cupressus Macrocarpa to form a live arbor. I beg to suggest for the Tyne-street Refew seats, also poles, swings, or other means for gymnastic exercise for the youth of the town. "Enquiries have been made by his Worship the Mayor and some of the Councillors for trees to form an avenue through Thames-street. I should recommend the Lombardy Poplar and a weeping variety of the gum tree, plantod_alternately, previously grown to a suitable siz3 to give some eit'ect when planted. " Sincerely thanking the Public Works Cummitte? for tlie assistance rendered during the past year.—l have, &c., " James Kidd. " Oamaru, January 4th, 1877-" REPORT OF GASWORKS COMMITTEE. The following report was read : " Your Committee recommend that the Manager of the Gasworks should reside on the Works, to allow Mm to overlook and superintend the same, with more convenience to himself, and to the advantage of the Council, and recommend that the present office and workshop be altered, at a trifling expense, leaving sufficient accommodation for shop and office." It was resolved that tenders be called for the work, to bo dealt with by the Gasworks Committee. IROX BUILDING With regard to the ire/ building beside Mi'. J. K. Brown's store, a letter was received from Mr. James Grave, asking for an extension of time for its removal. On the motion qf Couucillor Headland, seconded by Councillor Mainland, the time was further extended for three months. THE WATER RESERVE. The Mayor stated that Mr. Ormond had passed through Oamaru on his return to Wellington without making any stay, and that, consequently, there had been no opportunity to interview him with regard to the Water Reserve required at "Waitaki; and it would therefore be for the Council to decide what steps should betaken. On the motion of Councillor Headland, seconded by Councillor Gibbs, it was resolved, " That the Mayor be requested to write to the Minister- of Lands, stating all the circumstances of the case re intake for water, and requesting him to recommend his Excellency the Governor to permanently reserve the same for the purpose mentioned. .SINKING FUND. . It was resolved that the Clerk be authorised to pay £3OO into the Bank to the Corporation Sinking Fund. OAMARU-CHRISTCHURCH RAILWAY. Mayor said that as the railway to Chi-istchurch would be opened on the Ist February, he thought the Council should make provision for some demonstration on that day, and proclaim it a public holiday. After some discussion it was resolved, "That the Mayor be requested to proclaim the Ist of February a public holiday." COMMON LODGING-HOUSE ORDINANCE. A letter having been read from the Corporation Solicitor, it was resolved that the regulations re common lodging-houses be confirmed, excepting Sections 13, 14, 16, 17, and 19, as recommended by the Solicitors, and the bye-laws be forwarded to his Excellency the Governor for approval. ACCOUNTS. - A number of accounts were passed for payment. LICENSED THEATRES ORDINANCE. It was resolved that steps. be taken to bring the Licensed Theatres Ordinance into force in Oamaru.
