Many hold that honorary officials should be all their title implies, while 'still others contend that when high officials place themselves' in the position of accepting grants there is a savor of proprietary racing. It can be said jn favor of the receiver of the vote that had the work been left to some legal firm there would have been a fee for the dub to meet.
