THERE are town cjerks and town clerks. Few and far between,, fortunately, are the type who impose upon you a ten per cent, penalty for overdue rates with ferocious glee. W. L. Waddel, of Hamilton, is not like unto one of these. He is mildness and affability personified, and if he doesn't "leave you with ,a smile" he certainly leaves the impression ■ that if perforce you have to be stung, for a penalty, he is utterly desplated and distressed by the execution of his duty. . ' ' But he produces a perfectly good municipal balance-sheet at the end of the year, which goes to show that excellent results may be attained by gentle methods. When the bigger job was advertised he led home a numerous field m convincing fashion!
