Troupe, was given his municipal feathers to fly with. It was generally expected that a few eggs of civic progress would have been found at the top of the tree, yet, without even a flapping of wings or,an expectant crow, the big municipal bird has only apparently snuggled closer into his own feathers and fallen asleep. The lesson to be learned is that the type to put m the cage of civic progress is the. variety capable of soaring and visualising the distance without too much regard for personal plume feathers. • Anyway, the Mutt and Jeff'fanciers stock their own cages.
