TWIP J»JDOI>JUBS PAPBRI" . THURBDAY, MAT 24. 1928.

Disquieting « QNE-STBING harpists play the most monotonous of tunes, inspiring m their auditors every conceivable inducement to homicide. It is, therefore, m a spirit of! pronounced diffidence, tempered with the plea of justification, that the subject of hospital regulation m New Zealand is again broached m the' columns of VN.Z. Truth." * Were it only a matter of maladjustment , m the organizing mechanism of a solitary institution, the plea for iterated comment could not be upheld, but rather would there be righteous ground for criticism against the policy, outlined m this paper from time to time. Instances of negligent treatment or loose methods of pro-, cedure are recurring with disturbing frequency and to-day would appear opportune for the Minister of Health to place his staff of medical inspectors m the sieve of departmental inquiry. By no means is it an exaggeration to state that at least twice a month complaints are received, accompanied m some instances by sworn statements, concerning some undesirable features existent m our public hospitals. Certainly, the Hon. J. A. Young has achieved ' some noteworthy improvements m the Department of Health since his appointment as Minister, and it is believed that any assertions relative to the unsatisfactory functioning of any particular sector would cause him genuine concern. Apparently, any appeals to hospital boards are just so much dissipated energy,' supposed inquiries by local executives being so skilfully camouflaged by scientific explanation as to render ineiffectual any attempts made to sift for root causes. It remains, then, for the Minister of Health' and the few members of the Government who are sincerely enthusiastic on the subject of national hygiene" and public welfare, to stimulate methods of hospital inspection by Government medical officers. They should find ample field for their endeavors and the mind of the: New Zealand public would be freed of any disquieting statements circulating throughout this country at the present moment.-
