Apart from that, it is a bounden duty for the City Council to have, this pond fenced m so as to prevent the recurrence of such accidents. The Park is the playground of hundreds of children, daily, and there is nothing to prevent them from entering the Avater and getting suddenly beyond their depth, as the pair referred to did. or from toppling into deep ■water while merrily playing on the bank. A fence would cost little and prevent much risk. .
