The “Daily Mail” correspondent at Shanghai says that Foochow surrendered to the Bolshevik Cantonese without firing a shot. Admiral Chen-Ping landed troops and the defenders, rather than turn the city ipto a battlefield, withdrew, allowing a Chen to hoist the Red Flag over the civil headquarters. Many of the city’s defenders have joined the Cantonese. General Chang-Yi, commanding additional Cantonese, also advanced on Foochow. The populace were paniostricken, though they hoped i surrender would avert bloodshed and looting. Fogchow’s capitulation opens the road for the Cantonese advance on Shanghai. Foochow is the most important treaty port in China between Canton and Shanghai, about equidistant from either city. ' Shanghai is now exposed to attack from west and south. RUSH TO HANKOW ITALIAN GUNBOAT ORDERED. TOKIO, December 5. The Italian gunooat Caboto, visiting Japan, lias been ordered by the Italian Minister at Peking to rush to Hankow, where the situation is growing worse.

Official reports from Washington state that America will not participate in any measure by the Powers to prevent the Cantonese seizing the Customs. The American authorities decLare the Yangtse situation an internal affair, which does not concern America. Her naval forces in Chinese waters may be employed solely in the protection of lives and' property. If necessary, the Americans will evacuate their holdings. Reports from Britain are different, the Admiralty promising reinforcements when required.
