UNUSUAL APPEAL
POSER FOR RAILWAY BOARD MARKS AWARDED FOR ABILITY. Per Press Association. DUNEDIN, December 2. An important principle was involved in an appeal lodged with the Railway Appeal Board to-day against the marks awarded the appellant under the heading, “Leadersuip, tact, and force.” At the outset the chairman pointed out that this was the first time they had an appeal against the mark-; awarded . Had the board to decide wliat marks should be given to the appellant. for leadership, tact, and fore?? If so they might be required to overhaul the marks of everyone who vs: dissatisfied, and it would mean that they would become a second lioard of review. ■ Mr R. Hampton, for appellant, said the appeal opened up a now position, but it was forced by the department s now method of appointment. Eventually tho chairman announced that tlm board would take it that the man appealed against the decision of the officers, which was that lie should ast bo promoted for twelve months as h* lacked leadership, force, and tact.
