GENERAL HERTZOC. ACCLAIMED DUTCH PAPER’S CARTOON. Australian and N.Z. Cable Association. CAPETOWN, November 24. The Government Dutch paper publishes a cartoon. “Dropping the Pilot,” representing John Bull descending the ladder and General Hertzog in tile attitude of the Kaiser in Sir John Tenniel’s original. The ship is called South Africa. Practically all TuO Ministers have rushed into print acclaiming General Hertzog.
