“ONLY FOR EMERGENCY”
ORDERS-IN-COUNCIL PROTEST BY CHAMBERS. “We have heard a lot about less government in business, but I am afraid the authorities have not yet learned how to put this sentiment into practice,” declared Mr A- H. Mac-k----rell, president of the Associated Chambers of Commerce conference yesterday, when protesting against the practice of government by Order-in-Coun-cil —particularly in cases where legislation interfered with private enterprise. Mr C. P. Agar (Canterbury) considered that Parliament was being robbed of its correct functions, and the rights of citizens were being filched by Government by Order-in-Council. The president (Mr A. H. Mackrell) said when a previous protest was voiced, specific instances were sought by the Government, hut the Motor Omnibus Regulations provided an excellent example. The conference passed a remit expressing the opinion that exercise of the powers of legislation by Order-in-Council is justifiable only for emergency legislation or to provide necessary machinery and regulations under Acts of Parliament, and when so exercised should he ratified bv Parliament as earlv ns possible.
